Imperial law is denoted as those policies and procedures which apply to all Imperial government institutions, employees/citizens, forces, and properties and extends across all local planetary, system, and sector governments which have been incorporated into the Empire but still retain local governance. This means that while subjugated governments may be allowed to run their planets, the Empire's law and policies are still the final rule). The Judicators In the fourth year of Emperor Palpatine's reign, he saw a need for an element that would be able to enforce his newly devised "Code of Imperial Conduct," one that would fall outside the confines of the military and COMPNOR, one that could be set against the other agencies as much as they would be set against any new group that would siphon away some of their existing power. Using the Astorian Marshal's Bureau as a base model, Palpatine directed Letta Spater, a political appointee, to devise and create a para-military element that would have the power to carry out the directives of the Imperial Magistrates Bureau. Letta Spater, being of limited imagination, virtually copied the AMB in all but the smallest details. Borrowing ideology from Lord Kevlin, who was responsible for the guidance and successful formation of the stormtroopers, Letta Spater rapidly formed the dogma, hierarchy, and procedures for the Judicators. Within a four year span, Judicators became a common site at Imperial courts throughout Imperial space. Within the initial premise and guidelines of Palpatine, Spater soon had the Judicators taking over the jurisdiction for court security, pursuit of escaped Imperial prisoners, bond defaulters, as well as supervision of Imperial probation, parole, and mandatory-release prisoners. (Imperial prisoners are those who've been tried in an Imperial court and not a local court, or placed in an Imperial prison not a local prison). Under commands of the Emperor, several training planets used by the Army were transferred to the jurisdiction of the Judicators and soon, thousands of Judicators were being churned out. In time, the Imperial Navy felt the loss of power as space stations, fleets, and planetary bases were transferred to the Judicators. While the Judicators became a powerful para-military force, large enough to concern the Navy and Army, the Emperor made sure that their power did not rival that of the Stormtroopers. Hierarchy With little original thought, Spater copied almost every detail of the Astorian Marshal's Bureau chain of command and structure. Using a multi-regional management program, Sub- directors with five sectors apiece were subordinate to the Judicatoral Director. The Empire, having recently conquered the Astorian Empire, Spater decided to use the armor of the Judicator's inspirational model, the Astorian Marshal's Bureau. Using the original design, Spater had Imperial armorers modify the Astorian version until he had a suit that combined moderate protection and a suitably menacing appearance. Now, the black and red armor of the Judicators is known throughout Imperial space. Judicator armor consists of eighteen pieces. 1. Helmet 2. Chest Plate 3. Back Plate 4. Right upper arm 5.
