Inspired by The X-Files Sunday night, I decided to come up with this guy
to use as an NPC to harass one or more of your characters.  I'm not sure
as to exactly what he has in the way of skills, so e-mail me with any
improvements

Robert Patrick Modell, AKA "Pusher"
Type: Serial Killer
Physical Description: 5'10", brown eyes, mussed brown hair, dressed in
Dept. of Corrections robe, constantly fatigued.
DEX 3D+1
Dodge 5D+1, firearms: handguns 4D+2,
KNO 3D+1
willpower 3D+1
MEC 2D+2
Ground vehicle ops 4D+2
PER 4D
Con 6D+2, intimidation 5D+2, persuasion 7D+1

Special Abilities:
Force Will:  Modell has the ability to force his will upon someone else,
forcing them to do exactly what he wants.  Modell and the characters make
opposed rolls: he makes a persuasion roll, and the opponent(s) make a
willpower roll, with Modell having a +20 modifier.
Story Factors:
Life's a Game:  Modell has an obsession to play a "game" with his
opponent, leaving clues, and taunting his opponent by those clues.
Obsession:  Modell has an obsession with Fox Mulder, or someone the GM
can substitute.  This character is his prime target.  Others may be
killed in an effort to get to the character, including others in the
party.
